Developer Fees Increasing on February 15, 2025
IMPLEMENTING SCHOOL FACILITIES FEES AS AUTHORIZED BY
EDUCATION CODE SECTION S 17620 AND GOVERNMENT CODES 65995
PLEASE TAKE NOTICE that the Governing Board of Æß²ÊÖ±²¥ Union School District at its regular meeting on December 17, 2024, at 5:30 p.m., adopted development fees established by the District against residential construction and reconstruction at $3.21 (62 percent of $5.17) per square foot and against new commercial or industrial construction at $0.52 (62 percent of $0.84) per square foot. The proposed fees are authorized by Education Code Section 17620 and Government Code Section 65995. The fee will become effective on February 15, 2025, which is 60 days after the adoption of the resolution levying such fee by the Governing Board.
SCHOOL FACILITY IMPACT (DEVELOPER) FEES

Pursuant to Government Code Section 65995 and Education Code Section 17620, on December 17, 2024, the Governing Board of the Æß²ÊÖ±²¥ Union School District held a Public Hearing and approved the Development Impact Fee Justification report and adopted a Resolution establishing an increase in statutory Level 1 school facility fees effective on February 15, 2025. Per adoption of the Resolution, school fees are assessed as follows:
Effective June 19, 2022 through February 14, 2025:
- RESIDENTIAL: $2.97 per square foot of habitable area for all residential construction
- COMMERCIAL: $0.48 per square foot for all commercial & industrial construction
- SELF STORAGE BUILDINGS: $0.06
Effective February 15, 2025:
- RESIDENTIAL: $3.21 per square foot of habitable area for all residential construction
- COMMERCIAL: $0.52 per square foot for all commercial & industrial construction
- SELF STORAGE BUILDINGS: $0.06
All fees are calculated per square foot of accessible space determined by the local building department for all commercial/industrial and residential construction. Fees are due prior to the issuance of a building permit.
The following forms, generated by the County of San Diego or City of El Cajon, must be submitted with payment to Æß²ÊÖ±²¥ Union School District:

- If your project is within the City of El Cajon - Certificate of Compliance

Exemptions
Residential projects that total 500 square feet or less are exempt from school fees. Non-habitable areas such as agricultural buildings, barns, or personal storage may be exempt from school fees. Other exemptions may include religious facilities, and federal, state, or local government facilities. Reconstruction of destroyed or damaged buildings may also be exempt. Demolitions
You may receive square footage credit if a building has been demolished in relation to the planned new construction. To receive credit you must submit the following: Proof that the building has been demolished. Copy of the Residential Building Record obtained from the Tax Assessor's office located at 200 S. Magnolia Avenue, El Cajon, (619) 401-5700.Refunds
An Application for Refund of School Fees (see file below) should be submitted, along with documentation stating the reason for the refund request, to the Enrollment Services & Planning Department. If your project has been abandoned/canceled, please submit a statement or computer printout from the City of El Cajon or County of San Diego building department stating that the project has been abandoned/canceled. Please note that a 3% processing fee may be deducted from your refund under Education Code 17624.
